Chic or Not Chic?

I was a bit flabbergasted when I spotted Katie Cassidy in this dress. What is going on on her shoulders and hem?  You have to admit, it’s unique nonetheless.  But seriously, are those plastic panels?  Without them the dress would be tres boring, with them it’s…entertaining.  What do you guys think?  Aye or Naye?
